A weightlifting belt should never replace the focus on correct execution of the exercise.
The 85% rule
The most common recommendation for wearing a weightlifting belt is to use the belt as soon as you are lifting more than 85% of your maximum weight.
However, some athletes like the support with lighter weights so that they can continue to perform the exercises cleanly when they get tired during the workout.
Placement
The weight lifting belt should be worn securely over the hips and below the ribs, centered around the belly button to ensure maximum support and stability.
